FSC成立于2011年4月1日，是一个综合监管机构。
FSC的主要职能有：
1. 管理特定的法令，包括许可或登记金融机构
2. 监管金融机构的运行
3. 设立标准，加强机构管理，管控金融服务业的风险以及保护消费者和金融机构债权人
4. 加强金融稳定性，提高公众意识以及金融机构运行公信力。
